Emphasizing the doer of an action with 由

Use 由 to introduce the person who does an action when you want to emphasize who is responsible or in charge. It often appears in formal or business contexts.

Used in formal contexts to emphasize who does or is responsible for the action.
这/那 + 是 + 由 + Person + Verb + 的
Adds further emphasis and is common for completed actions.
