鹊 is a bound form (b.f.) meaning 'magpie', almost always used in compound words. The most common compound is 喜鹊 (xǐquè, 'magpie'). In Chinese folklore, magpies are auspicious birds associated with good news and the annual meeting of the Cowherd and Weaver Girl on the Magpie Bridge (鹊桥). You will rarely see 鹊 used alone in modern Mandarin.
