高不可攀 is a set phrase (成语) meaning something is so high that it cannot be climbed. It's used figuratively to describe goals, standards, or social positions that are unreachable or unattainable — for example, a target too ambitious, a person of too high status to approach, or a level of excellence one cannot match.
