Definition
骚 is a bound morpheme (b.f.) that rarely appears alone — it combines with other characters to form common compound words. The main uses are: 1) harassment or disturbance (骚扰 'to harass', 骚动 'commotion'), 2) lascivious or coquettish behavior, especially in literary descriptions of women (风骚 'coquettish, also poetic talent'), and 3) complaint or discontent (牢骚 'grievance, complaint'). Because it never stands alone as a full word, you will always see it followed or preceded by another character.
