险恶 is a strong adjective that can describe either a very dangerous environment (stronger than the everyday 危险) or someone's sinister, treacherous intentions. When describing conditions or situations, it suggests serious peril; when describing a person's mind or motives, it means evil and malicious. You'll often see it in fixed expressions like 用心险恶 ('evil intentions') and 形势险恶 ('grave situation').
