除外 (chú wài) is a verb meaning 'to be excepted, not included' — it follows the exception (e.g., 队长除外 'except the captain'). Unlike 排除 (pái chú 'to eliminate'), which implies active removal, 除外 simply states exclusion from a set. It is also more fixed in pattern than 除去 (chú qù 'to remove; except for').
