阴暗 (yīn'àn) means 'dim, dark' (literal) and 'gloomy, somber' (figurative, of mood/atmosphere). It is broader than 暗 (àn, just 'dark' or 'secret') and less extreme than 黑暗 (hēi'àn, 'dark and sinister, oppressive'). For weather, use 阴 (yīn, 'overcast'); for pitch-blackness, use 漆黑 (qīhēi).
