阔气 describes a lifestyle or display that is showy, lavish, or extravagant — often with a slightly negative connotation of flaunting wealth. It's a stative verb (s.v.) used to describe people, spending, or appearances. You can say someone 摆阔气 ('put on a show of wealth') or that a place looks 很阔气 ('very lavish').
