达标 (dá biāo) is a separable verb (离合词) meaning 'meet a standard/target', often used for quality, environmental, or performance benchmarks. It differs from 达到 (dá dào) 'reach/achieve', which is more general, and 达成 (dá chéng) 'reach (an agreement)'.
