转正 is a separable verb (离合词) that refers to converting from a probationary or temporary status to a regular, permanent one. You'll hear it most often in workplace contexts (finishing a probation period to become a regular employee) and in political contexts (probationary Party members becoming full members). The verb-object structure allows items to be inserted between 转 and 正: e.g., 转了正 (already converted), 转不了正 (unable to convert).
