越权 is a verb-object compound (离合词) meaning 'to overstep one's authority' or 'to exceed one's powers'. As a separable verb, 越 (exceed) and 权 (power) can be separated when adding aspect (越了权), duration (越过几次权), or frequency (越过三次权). You cannot add a direct object after 越权 — the power is already built in. Use it in contexts of unauthorized actions in work or government settings.
