超额 is a separable verb (离合词) meaning 'to exceed a quota or target'. The verb 超 ('exceed') and the noun 额 ('quota') can split when aspect markers or measure words are inserted: 超了额 ('exceeded the quota'), 超过一次额 ('exceeded the quota once').
