Definition
超生 has two very different meanings. The first is a Buddhist term meaning 'to be merciful, spare someone's life' or 'to be reincarnated'. The second is a modern Chinese policy term from the one-child era: 'to have children outside the state plan' (exceeding the birth quota). The policy sense is far more common in everyday conversation and news.
