Definition
起用 is a formal verb used in official or workplace contexts. It means to bring someone back into a position (reinstating someone who left or retired) or to promote/appoint someone to an important role — often a younger or less experienced person. Unlike 启用 (which refers to activating equipment or systems), 起用 is always about people. It's commonly seen in phrases like 起用老将 ('bring back an old general') and 起用新人 ('promote new talent').
