资源 (zīyuán) refers to resources in a broad sense — natural (water, minerals), human (manpower), or informational (data, learning materials). Unlike 人力 (rénlì) or 劳动力 (láodònglì), which specifically mean 'manpower' or 'labor force', 资源 is a general term covering any kind of asset you can draw upon.
