调拨 (diào bō) means 'to allocate and transfer' — it's a formal, administrative verb used when moving resources (funds, materials, personnel) from one place or entity to another, often to meet a need or balance a shortage. The existing dictionary gloss 'instigate; sow discord' is misleading; that sense belongs to 挑拨 (tiǎo bō), a different word with a different tone and character. Be careful not to confuse the two.
