谀 is a bound morpheme (bound form) meaning 'to flatter'. It almost never appears alone in modern Mandarin; instead it forms compound words and idioms, most commonly in literary or formal contexts. You'll see it in 阿谀奉承 ('to flatter and fawn on'), 谄谀 ('to toady'), and 谀辞 ('flattering speech').
