诹 is a classical bound form (bound morpheme) meaning 'to consult, to deliberate'. You'll find it mostly in literary or academic compounds such as 咨诹 (zīzōu, 'to seek advice') and 诹访 (Zōufǎng, a Japanese place name). It is not used as an independent verb in modern Chinese.
