讲价 is a separable verb (离合词) meaning "to bargain / haggle over price." It splits as 讲…价 when you insert time, frequency, or complements: e.g. 讲了半天价 (bargained for ages), 讲下价来 (get the price down). The object (the person you bargain with) comes before 讲价 with 跟 (跟他讲价), not after it.
