订立 (dìnglì) means 'to conclude or establish' a formal agreement, treaty, contract, or set of rules through negotiation. It is more formal than 订 (dìng), which also covers everyday ordering (e.g., 订票 'book tickets'), and focuses on the overall process of drawing up, not just the signing step emphasized by 签订 (qiāndìng).
