见死不救 is a four-character idiom (成语) that literally means 'see death and not rescue'. It describes someone who witnesses another person in mortal danger but does nothing to help — a strong condemnation of callous indifference. You can use it as a verb phrase, often with 居然 (jūrán) or 竟然 to express shock.
