衰退 (shuāi tuì) means a gradual decline or deterioration — used for health, memory, ability, or an economy going into recession. 衰落 (shuāi luò) is the fall from a former peak (a dynasty, culture, etc.), while 下降 (xià jiàng) is a simple drop in numbers or levels. 衰退 is the word you want for a continuous, long-term weakening.
