Definition
行使 means 'to exercise' a right, power, or authority that one already possesses. It differs from 施展, which means 'to display or employ' a skill or talent (e.g., 施展才能). 享有 means 'to enjoy or be entitled to' a right or privilege, while 行使 is the active use of that right.
