Definition
落网 is a separable verb (离合词) meaning 'to be captured (of a criminal)'. It literally means 'to fall into the net'. You can insert aspect markers or quantifiers between 落 and 网, e.g. 落了网 ('fell into the net / was captured') or 落过网 ('has been captured before'). The subject is always the criminal, not the police.
