落榜 is a verb-object compound (离合词) meaning 'to fail a competitive exam' — most often the college entrance exam (高考). Because the noun 榜 ('list of successful candidates') can split from the verb 落 ('to fall off/drop'), you can insert aspect markers or complements between the two syllables: 落了榜 ('failed [the exam]'), 落过榜 ('have failed before').
