自高自大 is a four-character idiom (成语) that literally means 'self-high, self-big'. It describes someone who is so proud of themselves that they look down on others — it's the Chinese equivalent of being arrogant, conceited, or self-important. You use it as a predicate or attribute (with 的) to criticize someone's attitude. It's always negative.
