肌肉 (jī ròu) specifically refers to 'muscle' — the elastic body tissue that contracts to produce movement. It is more specific than 肉 (ròu, 'meat/flesh'), which is broader and also refers to animal meat as food. Unlike 筋 (jīn, 'tendon/sinew'), the tough cord attaching muscle to bone, 肌肉 is the soft tissue itself.
