Definition
肆 has two completely distinct uses. The primary one at HSK 7 is the formal/secure form of the number four (四), used on bank checks, contracts, and financial documents to prevent forgery. It also functions as a literary adjective meaning 'wanton, reckless' (放肆), and can mean 'shop, store' in classical contexts (but this sense is rare in modern Mandarin). In practice, you'll most often encounter it as the financial 'four'.
