职能 (zhínéng) refers to the inherent function or role of an organization, system, or position — it's about what something is designed to do. It differs from 功能 (gōngnéng), which is the capability or utility of a device or tool, and from 职责 (zhízé), which is a duty or responsibility assigned to a person. 角色 (juésè) is a role in a play or story, not an organizational function.
