而外 is a conjunction (or postposition) meaning 'besides, apart from, other than'. It follows a noun or noun phrase and is commonly used with 除了 in a correlative structure: 除了 X 而外, Y — 'besides X, Y'. It is more formal/literary than 以外 or 之外. You'll encounter it in written Chinese and formal speech.
