Definition
翻过 is a verb-resultative complement structure: 翻 (to turn/flip) + 过 (over/past). It literally means 'to flip over' or 'to cross over', and can be used for physical objects (turning over a page, crossing a mountain) as well as figuratively (completely changing a situation, turning over a new leaf). You can insert 得 or 不 between the two characters to express possibility: 翻得过/翻不过 (can/cannot flip over or cross).
