Definition
翻腾 describes a vigorous, repeated motion — usually of water or air (waves churning, clouds rolling) or of someone tossing and turning. It can also be used figuratively for emotions or situations in turmoil ('seething with anger', 'throwing things into disorder'). In diving, it refers to a tuck dive, but that's a specialized sports term.
