罚款 (fákuǎn) means a monetary fine — as a verb, 'to fine someone'; as a noun, 'the penalty amount itself'. It is more specific than 罚 (fá), which can mean any punishment (not just money). As a separable verb, it can be split: 罚了款 (fá le kuǎn, 'imposed a fine').
