Definition
编制 (biān zhì) means 'to weave/plait' (like 编织 biān zhī) and 'to compile/draw up' (plans, budgets). For compiling, it is more formal and systematic than 编 (biān) and lacks the negative 'fabricate' sense of 编造 (biān zào). It does not mean 'edit' (编辑) or 'organize people' (组织).
