Definition
纠集 is a verb meaning 'to gather together' or 'to muster', but it carries a strong negative connotation — it is almost always used for assembling people with bad intentions (rioters, criminals, protesters the speaker disapproves of). The neutral equivalent for gathering a friendly group is 聚集 or 集合. Use 纠集 only when you want to imply the group is up to something shady.
