簇 (cù) is a classifier for things that grow or gather in clusters — flowers, leaves, hair, or people. Use it with a number (一簇, 几簇) to describe a compact bunch. It often appears with natural objects (一簇花 'a cluster of flowers') or groups of people standing close together (一簇人群 'a cluster of people').
