Definition
筹 (chóu) is a verb that rarely appears alone; it usually combines with another character to mean either 'to plan' (筹划) or 'to raise funds' (筹集). This contrasts with the full verbs 筹备 (to prepare for an event) and 筹措 (to raise money or resources), which each convey one specific sense independently.
