第叁 is the formal / financial-accounting form of the ordinal 'third' (third in a sequence). In official documents, contracts, and banking, numbers are written in 'capital' (大写) form to prevent forgery — 叁 replaces 三, so 第叁 is the unambiguous, legally binding way to write 'No. 3' or 'the third' in headings, articles, and clauses.
