笑嘻嘻 is a vivid state adjective (状态词) that describes someone wearing a broad, cheerful grin — often implying a carefree, mischievous, or slightly silly expression. It's formed by reduplication (笑 + 嘻嘻) and must be followed by 的 when used as a predicate or attribute: 他笑嘻嘻的 ('He's grinning'). You cannot say just 他笑嘻嘻; the 的 is required.
