竭尽全力 (jié jìn quán lì) is a set phrase meaning 'to spare no effort' — it emphasizes exhausting all one's energy and resources. It is stronger and more comprehensive than 尽力 (do one's best) and similar to 全力以赴 (go all out), but 竭尽全力 often implies a sense of straining to the limit. Unlike 拼命 (desperately, risking life), it does not carry a sense of danger or desperation.
