Definition
竟会 combines 竟 ('unexpectedly, actually') with 会 ('would, could') to express that something happened contrary to what was expected — 'would actually', 'to unexpectedly be able to (do)'. It always appears before a verb or adjective, revealing the speaker's surprise, disbelief, or disapproval about the situation.
