Definition
立案 (lì àn) is a formal verb meaning 'to file a case' (legal) or 'to register' (administrative). It is used by authorities (police, courts) to open an investigation, or by a company to register with a government body. This contrasts with 报案 (bào àn), which is the act of reporting a crime by a citizen, and with 登记 (dēng jì) and 注册 (zhù cè), which refer to general registration of personal info or accounts.
