突如其来 (tū rú qí lái) describes an event that happens suddenly, 'out of nowhere.' It focuses on the unexpected nature of the event itself. In contrast, 措手不及 (cuò shǒu bù jí) describes a person's state of being caught off guard or unprepared for that sudden event.
