突围 is a separable verb (离合词). The verb 突 can separate from the noun 围 when adding complements or measures: e.g., 突不了围 ('cannot break out'), 突过一次围 ('broke out once'). It is used literally in military contexts to mean 'break out of an encirclement' and figuratively to mean overcoming difficult obstacles or constraints.
