称王称霸 is a four-character idiom (chengyu) that literally means 'to proclaim oneself king and declare oneself hegemon.' It describes someone who acts domineeringly, arrogantly, or like a tyrant, often in a local or limited context. You can use it to criticize someone who throws their weight around or refuses to listen to others.
