Definition
禁烟 is a separable verb (离合词) meaning 'to ban smoking' or, in historical contexts, 'to ban opium'. The object 烟 (tobacco/opium) can split off from 禁 when you insert a complement, aspect marker, or duration: e.g., 禁过烟 ('have banned smoking before'), 禁了一年烟 ('banned smoking for a year'). You do NOT add a direct object after 禁烟 as a single unit; instead use the structure 禁 + [complement] + 烟. In modern use it almost always refers to smoking bans, but the opium-reading appears in historical texts (e.g., 虎门销烟).
