看上去 is a compound verb meaning 'it seems' or 'it appears', formed from 看 (to look) and 上去 (upward/outward). You use it to express an impression based on visual appearance or general observation, often followed by an adjective or a clause. It's similar to 看起来 but slightly more colloquial.
