疑心病 describes a psychological tendency — either toward chronic suspicion of others (believing people are out to harm you) or toward hypochondria (obsessive worry about your own health). The two uses share the core idea of unfounded fear or suspicion. You'll hear it in both everyday conversation (complaining about someone's distrustful nature) and in medical/psychological contexts.
