环视 means 'to look around' with a deliberate, sweeping motion—scanning one's surroundings in a full circle or wide arc. It's more formal and literary than 看看 or 四处看, often used when someone surveys a room, crowd, or landscape with a sense of inspection or taking in the whole scene.
