Definition
烫发 is a separable verb (离合词) meaning 'to perm one's hair'. The verb 烫 can separate from the noun 发 when you add a complement, duration, or object between them, e.g. 烫了一次发 ('permed once') or 烫了新发 ('permed a new hairstyle'). You can also use it unsplit: 我想烫发 ('I want a perm'). Remember that 发 here refers to hair (头发), not 'to send out'.
